The Premier, in the House of Lords last night at the opening of Parliament, said that the progress of Treaty of Berlin was highly gratifying. He defended the Sultan against an attack, and eulogised Mr Layard. Eeferring to Afghan affairs he declared that India henceforth would be; invulnerable.
Lord Northcote in the House of Commons alluded to the difficulty consequent on the disappearance of the Ameer, and maintained that India would be able to bear the actual expenditure of the war.
