The Marquis of Hartington, at Liverpool, said the programme of the Liberal party consisted of the extension .of the county franchise, the re-organization, and distribution of seats, reform of local government, religious equality, and a large reduction in the taxation. Dock laborers and sailors have struct for an advance in wages. Wheat flour sixpence lower. New Zealand securities unchanged. February 9. A column of British troops have occupied Quirisk, Cabul.
It is considered unlikely that any further operations will take place in the direction of Kilatyilze. •

The Marquis of Hartington, the leader of the Opposition, in a speech at Liverpool to-day, said that the verdict of the country on the foreign policy of the Government would be the principal question for the next general election. A skirmish took place on the 12th January between the British troops and the Zulus. The British loss was trifling. The Zulus are retreating into the interior. London, February 6. The President of the French Eepublic has sent a message to the Chamber, expresses devotion to. Parliamentary affairs. In consequence of the plague three weeks' quarantine is ordered at Malta against arrivals from Southern Eussia. Increasing vigour is shown in the precautions against the plague on the frontier by Germany, Austria, the Turkish Principalities, and Italian ports. Admiral Pothau succeeds M. D'Hericourt as French ambassador. The Ambassador at St. Petersburg has been recalled, and Earl Duffer in succeeds him.
