Sir Michael Hicks-Beach, speaking at Gloucester, said the reports regarding distress throughout the country were much exaggerated, partly for the purpose of maintaining peace. Lord Derby, in a speech at Eochdale, also stated that the reports were much exaggerated, though the distress was undoubtedly severe, owing to the state of trade.
