COUNTY COUNCIL.
The usual monthly meeting of the Thames County Council was held at the Council Chambers yesterday afternoon. Present—The Chairman, Crs Mitchell, Thorp, Bagnall, Spencer, Coutts, and Thorburn.
MINUTES. The minutes of prerioui meeting were read and confirmed.
OUTWABD COBBEBPONDENCB.
A precis of the month's outward cor* respondence was read. On the motion of Cr Mitchell standing orders were suspended to permit of the report of the Pumping Arrangements Committee which he read aa follows :— " Your committee hare the honour to report as follows: On the 25th Ootober your committee instructed Urs Brodie, Mitchell, and Bagnall to interview Wm. Errington, Esq., on the subject of the United Pumping Association securities. Cr Mitchill saw that gentleman in Auckland, when it was arranged for him to meet a committee of the whole Council conrened for the 7th instant. At the meeting then held it was resolved to appoint Mr Errington as the Council's agent, with full power to arrange for the disposal of the securities, the price and conditions of sale being contained in letters of instruction from the Council. It will be necessary for the County solicitor to prepare the necessary deed conferring this appointment upon Mr Errington, under the hand and seal of the Council, and this your committee recommend should be done without delay. On the 31st October the following accounts were examined, and being found correct, were passed :— U.P.A. balance due on August, £190 4s 7d; ditto September, £417 lls lOd— £607 16s sd.—Alexandeb Bbodie, Chairman of Committee." The report was received and adopted, on the motion of Cr Mitchell. Cr Mitchell then moved — That by virtue, and in exercise of the powers given by section 14 (fourteen) of "The Immigration and Publio Works Appropriation Act, 1877," the mortgages or other securities mentioned in seotion 10 of " The Immigration and Public Works Appropriation Act, 1876," and Tested in the corporation of " the chairman, council, and inhabitants of the County of Thames," by section 13 of " The Immigration and Public Works Act, 1877," be sold upon such terms as may be passed by a committee: of this Council; and that Mr Erringten, of Auckland, Civil Engineer, be, and he is hereby authorised, as agent of the said corporation, to negotiate and effect such sale upon the terms aforesaid to any person, body, or corporation whatever, either within or without the Colony of New Zealand; and that all deeds and documents necessary to delegate such authority to Mr Errington be prepared and signed. Cr Bagnall seconded, and Cr Thorburn supported the motion, which was then carried. BEFOBT OF FINANCE COMMITTEE. The report of the Finance Committee was read as follows:—" Balance due on U.P.A. August statement, £190 4s 7d; balance due on U.P.A. September statement, £417 lls lOd ; salaries, £74 Is 8d ; arrears to surveyor, £60 13s 4d ; do. to clerk, £30 6s 8d; stone breaking, £165 3s. —Wagej on roads : Hastings Biding, £121 3s; Waiotahi, £110 13s; Kauaeranga Biding, £566 6s; Ohinemuri main road, £199 3s 6d; Ohinemuri Biding, £11117s 8d; rifle range, £28 19s; miscellaneous, £34 17s ; September vouchers for work, &:, £167 8s lOd; Aroha road, £37 9s; B. Greenwood, £3 16s; iron safe, £12; sick and destitute, £25; rent, £4 6sßd; Borough rates, £2 2s; office furniture, £3 10s; Wellington expenses, £21 10s; members travelling expenses for four months, £24 3s; printing and advertising, £50 10s 9d.—Total, £1952 17s. The report was adopted. BEPOBT OF BOABD OF WOBKB. The report of the Board of Works (published yesterday) was read. Cr Mitchell moved the reception and adoption of the report. Carried. CBMETEBT. A letter was read from the Secretary to the Cemetery Committee notifying the Council of the works their committee proposed carrying out during the ensuing year. STBEET WATEB. A letter was read from J. W. Anderson asking permission to use the water from the 9 inch mains for the purpose of watering the streets of Grahamstown. A memorial from a number of Grahamstown shopkeepers and others in support of the application was read. Referred, to County Engineer. INSPECTOB OF SHEEP. A letter was read from Mr J. B. Mason applying for the office ot Inspector of Sheep and Cattle to Thames district, rendered vacant by the resignation of Mr C. H. J. Hill. The letter was ordered to be forwarded to the Minister of Justice. TAIBUA PBOSPECTING. A letter was read from Charles Williamson, a Tairua prospector, asking assistance to enable him to continue prospecting operations at Brothers Creek, Tairua. Referred to Board of Works. THANES TO CHAIBMAN. A letter was read from the Town Clerk covering a resolution of the Borough Council according a vote of thanks to County Chairman for his efficient assistance on behalf of the Borough whilst at Wellington. AN APPLICATION. An application from Mr Kinsella for compensation for the road running through a paddock of his was referred to the Board of Works. TAIBUA. A letter was read Mr G. Clotworthy calling attention to the bad state of the road situated between the Golden Arrow battery and the Tairua Junotioa Hotel. deferred to Board of Worki.
EABAEA CBEEE. A letter was read from Mr W. S. Greenville asking that a small branch road bo made from the Karaka maia read to the City of Manchester's hoppers. .Referred to Board of Works. CASH. A letter was read from the Treasury, Wellington, remitting £75 7s 6d land and gold fields revenue to the County fund account. EAUAEBANGA BOAD. A letter was read from Mr Janet Stevens, of Ferabrook, Parawai, stating that he would appoint an arbitrator re the road going through his property M soon as the road was laid off. THE WAIO-EABAEA. A letter was read from the Secretary of Goldfields stating that the Government had no anthority to apply the vote in aid of prospecting for the sustenance of the Waio-Karaka Pump. FINANCIAL STATEMENT. The half-yearly financial statement was read and accepted. WATEB BACK TUNNEL. The Engineer reported as follows:— "I have the honor to report that the, three lowest tenders for No. 1 esartraofc are:-—P. Trainor, sawn timbecl9s«fou^^ 18s; J. Comes and party, ssirif ffiM>ltT 21s 3d, round 18s; Hart arid Co., sawn timber 21s 4d, round 20s tfd; and for No. 2 contract—P. Trainor, sawn timber, 19s, round 18s; Hart and Co., sawn timber 21S 6d, round 20s 6d; Stockdale and party, sawn timber 22s I£. The total for the work at lowest prices is—Sawn timber, No. 1 section, £1273 j round timber. No. 2 seotion, £1206. IS one of the tenders are formal, strictly." It was resolved to refer the final decision to the Board of Works. (Th» Board of Works met subsequently and accepted P. Trainor's tenders for both seotions.) VAIEDICTOBY. The Chairman said this would probably be the last time the Council would meet together. before the eleotion. He was) glad the proceedings had been got through so quietly, and he hoped that the new Council would ast as harmoniously as the present one. Crs Spencer, and Bagnall also made a few valedictory remarks, and a vote of .thanks was accorded to the officers of the Council, after which the meeting adjourned.
