Report of Gaols Committee.

The Committee on Gaols report that the inspection of visiting justices is irregular, and punishments in different parts of the Colony vary. Visiting justices are too much in the hands of gaolers. There is no proper classification of prisoners, penal,servitude and first sentence prisoners being associated. Young women of previous good moral character are associated with women of utterly depraved character and habits. The mark system worked well, provision for teaching was inadequate, the pay of gaol officers throughout the Colony unequal; the highest in Otago, the lowest in Auckland. The Committee recommend an efficient system of Government inspection under a trained inspector from abroad, inoreased gaol accommodation, isolation of penal servitude prisoners, and classification of the rest; encouragement of productive industries, facilities to prisoners to earn small sums on discharge; the appointment of a warder as schoolmaster, equali* sation of salaries, and the smaller gaol* being placed under the charge of the police.
