Amongst, the Government measures of thfs session is one introduced by the Hon. Colonel Whitmore into the Legislative Council for the amendment of the Counties Act, and it contains what we consider will be welcomed as a very judicious provision, namely, a clause to repeal that sectioa of the Counties A"t limiting the number of members to nine, and giving to the Council the power to increase.the number of members. This, we should say, will be regarded as a good arrangement, because it will give the Council power to increase th£ number of members for a riding, which in some instances may be more desirable than an alteration of the boundaries of ridings. The power given to the Governor under Counties Act of. appointing an auditor or auditors, and of fixing the salary or remuneration, is now conferred upon the Council. The following mode of forming new foils when new ridings are created is aiso added, which is similar to the plan laid down in the Municipal Corporations Act for making up ward rolls on the division of a borough:—

8. Whenever, by reason of any alteration in the number of the ridings in a county, it shall be necessary to prepare new rolls for a general election of the Council, the following provisions t shall have effect:— (1.) The Clerk of the Council, upon ~ such alteration taking effect, shall forthwith' make up from the electors' roll or rolls in force a-roll for * such new riding, and shall placa on the roll of each such riding the nrme of each voter who appears • From the existing electors' rolls to be entitled to vote in such new . riding, and shall assign to each the number of votes to which he is entitled. (2.) Such new roles, when corrected by the Council and signed by the Chairman and any two Councillors, shall be the electors' rolls for such new ridings until new rolls are made up in accordance with the said Act. (3.) The new rolls so formed shall come into force on the day fixed for a general election of the Council, and not previously. We are unable to notice the Counties Act Amendment Act in detail, as the copy supplied to us by the Government Printer is incomplete, being mixed up with a slip of the Bating Act Amendment Act. The power givea to the Council, however, to add to the number of members at discretion seems to us about the most important change contemplated by the Act.
