SrE, —Will you kindly inform those interested in Grahamstown and Shortland, also holders of leasehold sites, whether the Eailway Bill provides for freeholders or leaseholders to be taxed for the interest on the outlay, as, if-the latter are to pay, it will be very hard to be double rated for the remainder of their short leases to the aggrandizement of the lords of- the soil; and I for one should not feel inclined to delegate the freeholder of a large property in the heart of the town to represent the interest of a Leaseholder. 12th August, 1878.
