Further provisions of the new Licensing Bill are published, amongst which are some of the following:—Every person desiring to obtain a license shall give notice in writing to the clerk of the Licensing Court, and affix on the front of the premises for which a license is applied at least 21 days before application, and publish a copy of his notification in the local papers. Every application, except for renewal, must be accompanied by a certificate signed by ten householders in respect of the fitness of the applicant, the Clerk of the Coui t to post the application inside imd outside the building whers the Licensing Court is held. Twelve or more male or female residents within the licensing district, or ary person already licensed within- the district, or ow ler of premise, have a right to object to the grunlrg of the license;! also the County or Borough Council may authorise a person to object on b half of the ratepayers to the granting of the license of these whn«e-premises are applied, 'o be licensed, if they are williin any native licep.~.hg district, and aar twelve rdult natives, nrla or female, reside.it therein may otject, if the grounds of objection for granting the licenses are that the applicants are o^ bad fame or character, or of drunken babits, or have within six months previously forfeited their license, or been convicted for selling without a license within a period of three years, or that a licensed house is not required, or is near a place of worship or hospital, or school, and not necessary, and give the applicant notice of the objections, but in such case applicant may demand an adjournment. Similar objections to be entertained for the renewal of licenses. The licensing justices must entertain such objections, and if it appears that the majority of the residents or ratepayers in a neighbourhood object to the application, the same shall be refused. licensing justices in each case to determine what is a " neighbourboed " for the purpose of the Act.
