Bbblin, April 4. Germany refusei to enter the European Peace Congress witlieut England. Lokdon, April 4. The past year's deficit of two millions six hundred and thirty thousand for the coming year is partly covered by one million five hundred and sixty thousand pounds worth Exchequer bonds, and the extraordinary expenditure is covered by an increase of the dog tax, the increase of twopence in the income tax, and fourpence on tobacco duty.
The Budget expenditure is eightyone millions, leaving an ordinary deficit of and half millions (?) ; extraordinary deficit, fire millions three hundred thousand, whereof two millions are left for next year. An increase of twopence on the income tax, fourpence on tobacco, and half-a-crown dbg tax.
The official despatches show that Bussia ii treating Boumania imperiously. The question of Bessarabia is to be discusstd at the Congress.
