Lord Derby has resigned. He approved of the policy of the Cabinet regarding the Congress, but not of calling oat the reserves. ,

Lord Beaconsfield said the Government policy was not aggressive, but to be prepared for war while they hoped for peace.

The Opposition was expected to resist tho calling out of the reserves.
