Lord Derby on the Congress.
London, March 22nd. Lord Derby stated that the Government had not demanded the admission of Greece to the Congress on a footing of the guaranteeing powers. He ohly asked a hearing. Russia had not replied. England's request regarding the peace conditions will he submitted to the Congress. Unless Russia submits, it would be better there were no Congress. London, March 21st. Official despatches respecting the coi* •titutional conflict in Victoria hare been published, and show that the Governor's action throughout is supported by the Colonial Osice. The Times says : It is clear that Earl Carnarvon's September telegram, advising Governor Bowen to follow the advice of Ministers, was dictated in ignorance of some of the material facts. His telegram shaped the whole of the Governor's sab-
sequent conduct, and Sir Michael Hicks Beach continues the policy of his predecessors.
The Times declines to discuss the question raised in Victoria, and says it must be decided by the Imperial Parliament to relievo other colonial Governors. The Times has published a summary of the official test treaty of peace, which consi-ts of 26 articles, which agree in substance with the recent versions.
The war indemnity is 1,400 million roubles, 1,100 millions to bo accepted in the shape of territory, leaving a payment, of 300 millions subject to arrangement.
