Lord Derby, m replying to a question, confirmed and announced the European Conference at Berlin, for holding which Austria bad opened negotiations on the basis proposed by England, and added, the British G-orernment had aiked that the whole treaty of peace between Russia and Turkey be submitted to the Con* gress.
