Lord Derby, m replying to a question, confirmed and announced the European Conference at Berlin, for holding which Austria bad opened negotiations on the basis proposed by England, and added, the British G-orernment had aiked that the whole treaty of peace between Russia and Turkey be submitted to the Con* gress. Jn the course of a long debate, Lord Derby said, although the treaties of 1856 and 1871 now virtually ceased to exist, they must be held binding until Europe sanctioned a substitute, and hoped the Conference would effect a European, not Russian, settlement of the Eastern question. The latter would involve difficulties, the, issue of which would be uncertain. Consols, ninety-fiye and three quarters. Bank and market rateß of discount, two per cent. WheJ; still unchanged. Tallow dull. Australian and New Zealand securities unchanged. Since the opening of the wool sales, sixty-fire thousand one hundred bales had been offered. The biddings were strong throughout. Inferior qualities slightly :q favor of buyers. Londow, March 6. Of the Turkish indemnity (one thousand four hundred and ten million roubles), certain territory in Armenia will be taken as representing one thousand one hundred millions, and the balance paid in money.
