The Grand Duke Nicholas has replied to Kaouf Pasha that all negotiations must be direct with him, and that an armistice is impossible without a basis of peace conditions being first settled. Nissa, a fortified town south-west; of Widdin, has capitulated. The Eussian troops have arrived at Zeni Saghra and Barodjik, two positions south of the Balkans. The civilian population has been ordered to leave Adrianople. A new Turkish Ministrj has been formed. Hamed Pasha, Grand Vizier. Seffefc Pasha, Minister for Foreign Affairs.
