Russia lias refused to Lord Loftus the proposed mediation. If Turkey desires an armistice, nhje must apply direct to the liussian Gominander-in-Chief. Numerous meetings hare been held in .England regarding Earl Beaconsfield's supposed war policy. An anti-war fecliug predominates. Tho 'Frisco mail has been delivered.
