It is generally reported that Russia refuses to enter into any positive engagement, but promises to demobilise the army when the protocol is signed* when Turkey is disarmed, and when peace with Montenegro is secured.
The English Cabinet, before it considers the amendment proposed by Russia, requires a distinct pledge that Russia! will demobilise-in the event of the protocol being signed. The Porte refuses the conditions submitted, by Montenegro. The Oxford crew are the favourites for the forthcoming University Boat Race. . March 24, The Oxford and Cambridge crews rowed a dead heat for the University boat race. Austerlitz won the Grand .National Steeplechase. The stock market is agitated owing to the politcal- suspense during the week.. Consols, ninety-six and a quarter; Australian securities are firm. Bank discount, two per cent. Money market stronger.
