The European Powers have Virtually abandoned their proposals, which have been rejected by the representatives of the Porte, except that which relates to the appointment of an International Commission. Marquis Salisbury hap communicated with the British Government as to the final prospects of negotiation on the part of the Conference. Envoys insisted upon governors of

provinces being subject to the approval of the Powers for the next five years, but agreed to substitute a mixed European and Ottoman Commission for the proposed international commission. It was understood that unless these terms were accepted all the delegates would leave Stamboul and return to their respective countries.

The Turkish delegates replied that they thought it impossible that the terms would be accepted, but that they would refer to their Government for an authoritative reply. Time to do this has been granted, and a council has been convoked to decide upon the matter. It is expected that an answer will be given an Thursday.
