LEAVING A CABT UNATTENDED.* John Coldicott was charged with a breach of No. 1 Bye-law, Borough of Thames, by leaving his cart unattended in Pollen street, Thames, without passing through the near wheel thereof a suitable chain so as effectually to prevent the rotation of such wheel, on the sth November. ... ........ Defendant pleaded guilty. ; He! went into a little shop to get a few shillings, and didn't expect to be two minutes. When he came out he found the horse and cart in possession of the police. Mr Bullen said one or. two casei of this nature had been brought of late, more as a caution than anything. Under the Bye-law drivers were allowed to leave their vehicles if they fixed a chain through the wheel, and many of them had provided, the chains but never used them. This applied principally to drivers of ginger beer, bakers' and milkmen's carts. In this case he (Mr Bullen) would ask for a nominal penalty, and perhaps the publicity given to it would deter others from like neglect. Fined os and costs. STBAT HOUSE.
