Departure of Sir George
A. Arney.
An address was presented aboard the City of Melbourno to-day to Sir George Arnoy, prior to his departure. The Superintendent delivered an address on behalf~of the inhabitants. Sir George Arney was deeply moved. In reply, alluding to the statement that he had tempered justice with mercy, he said that if he had passed light sentences it was not without thought. He believed the fear of punishment had very little influence in deterring from crime; not so much as the desire to stand well with his fellow men. If fear of punishment influenced mankind very largely, we should none of us sin. A sailor on the Tein-Tsin fell from the main-top to-day, and fractured his skull.; Mail steamers.
