BRUSSELS, April 8. The Maritime Cunlerence concluded with the adoption ot mo convention respecting State-owned ships. All delegate.? agreed' that such vessels, even warships, should be subject to the same obligations and responsibilities as private.y owned vessels, but tile convention provides that warships and also public vessels shall bo immune from arrest, and actions against them, only brought betore tlie courts of the State concerned. Sir Leslie Scott carried a vital point that all vessels during war time, oven merchantmen, sliali be immune lrom arrest in order to avert tile possibility of vessels being detained in neutral ports on pretext of legal actions based on flimsy grounds.'
