The Riga correspondent of the “Times” states that the Soviet lias instructed its diplomatic agents to reopen negotiations to conclude three separate guarantee pacts: (1) With Poland. (2) AVitii Finland. (3) With Esthonia, Latvia an* Lithuania, providing they mutually guarantee the existing frontiers, .mutual non-aggression, neutrality, and the peaceful settlement of disputes, and also an economic trade agreement. Newspapers regard this as a new attempt to create an Eastern Locarno nr a tactical move to estrange the Baltic States from the League of Nations.
