'reduction of armaments and tlie best deterrent of war. There must be a .systematic and continuous review, instead of (spasmodic reference to tlie Dominions. Sir Frederick Sykes suggests tlie creation of a. supremo defence staff, under the presidency of the J’rimo Minister, charged with tlie consolidation ol tile three arms of Imperial defence, ensuring touch with tlie Dominions, and security with a minima of hirers at tlie lowest cost, ultimately taking over staff and administrative duties, and forming a, backbone o( the Defence Council of the Ministry of Defence.
