Replying to tho London Chamber of Commerce, urging Government action on behalf of British claimants against Russia, Sir Austen Chamberlaiu pointed out that tho Soviet hitherto had made a settlement dependent upon a Government-guaranteed loan, which was impossible. Britain had repeatedly stated that she was ready to consider good faith proposals, but was not prepared to take initiative in fresh negotiations, so long as tho Soviet maintained its present attitude.
