The point has been raised that visitors at Dunedin will unduly raise 1 the population of the South i Island, and affect the ' representation of country districts, and also the number of representatives the North Island is ; entitled to when the electoral districts ' are automatically revised. Tho Government Statistician docs not hold out any hope t'l;,it this can be remedied. In the British Empire, except Canada, the population are always counted in the district in which they are located when the census is taken. The United States, Canada and some other countries had a system by which those temporal!. y present are excluded and temporary absentees included, but it is difficult to work, and not entirely accurate.
