BRAZIL’S STAND.

The “Observa tor’s” Rome correscorrespondent denies that the Vatican inspired Brazil’s opposition to Germany’s admission to the L-engne Council. He declares that the Vatican had never been asked to join the League, and had been careful .not to impede the League’s work.
