Referring to the prevalence of robberies and assaults by armed desperadoes, the Commissioner of Police says every citizen of repute who lias just reasons should bo permitted to carry a revolver. Decent citizens should be in a position to meet men who prey upon society on an equal footing. Every man who has to carry home a week’s wages should be armed. He thought the law under which permits to carry firearms wore issued was too rigorously administered when decent citizens were applicants.
