JAPAN PROPOSES TREATY

TOKIO, May 13
The Foreign Office is negotiating a liquor treaty with America similar to Britain, permitting of the searching of Japanese ships outside territorial waters, and Japanese ships will be allowed to carry liquor conditionally in American waters.
The Treaty does not apply to the Philippines.
