FRENCH VIEWPOINT OF PACT.

The FVench viewpoint of Germany’s guarantee pact proposals is embodied in a preliminary draft Note to Germany, which has been handed to the Anglo-Belgian Governments. The summary has been publjshed. It states that the Note is profoundly pacific, and emphasises the willingness to co-operate with Germany in attaining supplementary guarantees that conventions are not weakened, and the rights and interests of the Central European States are not impaired. It is understood that the Allied Note to Germany iti regard to disarmament is lengthy. It fixes the withdrawal from the Ruhr for August, provided Germany continues to fulfil her obligations under the Dawes scheme. It does not fix the date of the evacuation of Cologne, which will entirely depend on Germany’s action in respect to disarmament.
