A Commission, appointed to draw up a scheme for constitutional reform, recommends that the rights of the Crown be unaltered, including a declaration of war and conclusion of peace. If the Government be defeated, an arpeal shall be mado to the Senate, and at times of extreme crisis, the Chamber and Senate confer upon the work of the Ministry. The Chamber shall consist of 600 half elected by territorial divisions, the other by technical corporations, commerce, industry and agriculture. The King shall continue to nominate the Senate;

The Minister of the Navy has resigned. This is attributed to Signor Mussolini's new scheme to unify command of all defence forces. It is rumoured that Signor Mussolini is contemplating himself taking over the combined military, naval and air ministries.
