civil SERVICE. Washington, December 10th.—The bill introduced by Senator Edmunds to regulate the Civil Service provides that appointments to all offices, except Postmasters and such as required by law to be made by the President with the consent of the Senate., shall depend upon open competive examination; to that end a Board of Commissions should be appointed for five years, unless sooner removed by the President with the consent of the Senate. THE I'OLYGAMY QUESTION. Washington. —December 10th: A bill introduced by Senator Cragin provides strictest means for the execution of tho law against polygamy and incestuous cohabitation in Utah, for the reorganization of the Territorial militia, ect, There is likely to be little business before the House Miiltary Committee. Legislation upon the Staff of tho army is, however, probable. TIIE INTERNATIONALIST PROCESSION. New York. —December 10th: The procession of Internationalists which was forbidden by the police authorites, did not accour to-day. It was feared that there would be an attempt to parade,, and a disturbance was anticipated. Prominent Internationalists, with red neckties and red feathers in thier hats, were at the Copper Institute, where they were to form and walked around an hour. The. police were on hand to prevent the parade and dispcrcc any crowd that might collect-
