Payment of Provinces Bill: Mr. Vogel announced that to reject the bill injustice would be done by depriving the provinces of the funds they had otherwise calculated on. Government determined that, on request of the Superintendent, Government would agree to devote half of the proposed Road Board grant to payment for any permanent work- a province was under engagement to construct. They would not consent this year to make inland mails a colonial charge, but hoped to do so next year. Farnall and McLeod protested against depriving Road Boards of money for benefit of provinces. A few clauses were passed, and progress was reported. WAYS AND MEANS. On motion to go into Committee of Ways and Means, Stafford moved an amendment, protesting against increased taxation, and favouring the practice of rigid economy by keeping the Ordinary expenditure of the colony within the limits of the ordinary revenue. After a long debate, Mr. Stafford’s amendment was negatived by 40 to 20. Stamps>on appointments agreed to, the duty being altered to one per cent. The annual license of joint stock companies, maximum raised to L2OO.
