TURKISH AFFAIRS.

London, Nov. 21. It is reported that the Sultan of Turkey has offered after effecting the promised reforms to visit London and the European capitals to arrange for the better government of his empire. Constantinople, Nov. 22. The Sultan has rebuked the Governor of Anatobia for tolerating disorders in the province, and warned him that he will be held responsible for a recurrence of the trouble. The Government are disposed to refuse additional gunboats for the Bosphorus. Twenty villages north-west of Alleppo have been burned and the inhabitants massacred. Kurds are massing on the borders of the Euphrates. Nov. 23.

The Porte denies the truth of the statement that the Arabs in the Yemen district of Arabia defeated the Turks. Russia and Franco have refused the request by Austria that the various Embassies should act in a case of emergency or m the event of an extensive naval dodemonstration, as they do not desire to delegate control. They added that the Powers continued in perfect accord with regard to the Armenian difficulty. The Sebastapool fleet has been recommissioned, aud the troops at Odessa ordered to be ready for service. There are 40 European warships in the Levant. Anarchy prevails at Albagia. The Redirs of Angora refuse to joiu the colors. A fresh massacre is reported from the Marash district, and 200 Armenians have been killed at Ain tab. The Kurds destroyed live villages in the Van district, aud tun thousand people are missing.
