ENGLISH AND FOREIGN, London, Sept. 8. A Frenchman has made application to the Hon. Thomas Playford, AgentGeneral for South Australia, for the lease of a portion of the foreshore of the Northern territory for the cultivation of pearl oysters. The Earl of Kintore, speaking at luverarie, in referring to colonial bonuses for produce, advised 'the Home farmers to demand a fair competition all round. Great Britain, he thought, was pushing freetrade too far. The family of Stokes, the British trader who was hanged in the Congo district by the Belgians, are claiming a heavy indemnity. Sir M. W. Ridley, Home Secretary, is making enquiries in connection with Daly’s case. In the match North v. South of England Grace scored his ninth century this season. Sept, 9. Sir J. Renals, Lord Mayor of London, personally assured the French President that the city would be delighted to entertain him if he visited England. M. Faure said such a visit was not at present mooted, and it would be impossible to arrange it between the Lord Mayor and himself, as the wishes of the French Government must be taken into consideration. Lord Rodehouae has been removed from the Commission of the Peace for assault on the chairman of au election meeting in East Norfolk, A train ran from Euston to Carlisle at the rate of fifty-one miles an hour without stopping. Two thousand deaths are recorded here daily from cholera. New York, Sept. 9. The Oceola copper mine, in Michigan, is on fire, and thirty miners are entombed. About 100 yachts and 30,000 sightseers followed the race for the America Cup. Prices for tug boats rose 200 per cent. A gentle breeze was blowing. The English yacht Valkyrie, after a false start, was the first over the line, but the Defender, the American champion, with a freshening breeze, completed the outward course 3£min ahead, and eventually won by smiu. The race was obscured by a cloud of vessels, and steamers seriously hampered both yachts. The Valkyrie allowed the Defender 29 1/10 sec. The yacht Defender won by Bmin 30sec above her time allowance.

Sydney, Sept. 9. The losses of stock by the drought are more severe owing to the fact that for the last few years exceptionally good sesasous have induced owners to stock heavily. The Riverina is the only district so far not seriously affected. The Government astronomer has prepared a plan defining the iceberg region of the Northern Ocean, which ships coming to and going from Australia pass through. Several of the steamship companies in Loudon have agreed to send steamers to Australia by what is called the “ safety track,” but it would be well for those interested to know that the socalled safety track runs through space which it was recently shown has a large number of icebergs in it. The new track is said to converge on 40 degrees south and 30 degrees east, thence to 47 J degrees south and 90 degrees east. Mr Grainger, who claimed £IO,OOO for injuries in the Redforu railway accident, was awarded £4OOO. Sept. 10. Immense bush fires are sweeping the Blue Mountains. Several dwellings were burned, and there is considerable destruction of railway sleepers and oth'-r property in the Richmond district. 9he Kurrajoug heights and surrounding country is one mass of flames. Several homesteads have been destroyed. Mrs Reilly, owner of one of them, is missing. It it supposed that she has perished. The Rodfern railway accident cases are now all settled. The total amount claimed by the sufferers was £107,500. The awards paid in settlement amounted to £34,400. Burstou and Hunter, two Victoria, cyclists, who have wheeled from Melbourne to Sydney, leave by the Tarawcrn on a cycling tour of New Zealand. Melbourne, Sept. 9. Walsho, an ex-railway employee, murdered his wife at West Melbourne by shooting her, and then committed suicide with the samo weapon. IJis wife ha i summoned him for assault. Walsho had lately been of dissolute habits. In the Insolvency Court a certificate was granted to an ex-sharebroker’s clerk dispensing with the payment of 7s in the £ on debts which amounted to 12570 due on share calls. The evidence showed that at llm dictation of his employer and without full knowledge of what ho was doing the debtor was in the habit of signing as transferee numerous pat-cels of shares in banks and comp inios, numbers of which have since become insolvent and for which he was made liable. It was also adduced that it was a common practice among clerk' and office hoys i.i sharebrokers' offices to sign the share tranters, and ti. ; dare not refuse fur fear of losing their positions. Judge Molesworth severely commented ou this practice.

Sept. 10. At a large anti-sweating meeting in the Town Hall, Mayor Snowden attempted to preside, but in consequence of the statements of agitators that ho favoured a reduction in wages paid by the corporation he was refused a hearing. All the other speakers were howled down, and after a scene of the greatest disorder the police cleared the hall.

Disorder is again rampant in Pentridge. A notorious criminal named Osborne cut a way out of his cell with a file, but was overpowered in making his escape. A negro eonvict named King attempted to fell the acting-govern or, and was struck down by two warders, who came to the rescue, with the leg of a table which King had torn in pieces. He was only secured after a desperate struggle. Settlers in Birchip in the Mallee district are appealing to the Government for assistance against the rabbits, as many of them are eaten out.

The draft report of the Banking Commission is completed. It is understood that it recommends the adoption of the existing Savings Bank as a State Bank, which would be free of all political influence, should issue notes as a State monopoly, make advances to farmers on the Credit Foncier system, also advances to municipal bodies on more favorable and extended terms than are obtainable at present. The FonCier recommendations will be of a very comprehensive nature. A section of the Commission is known to be opposed to a State Bank in any form, and to the Foncier system. The report of the Commissioners shows that the revenue has decreased by £144,000 as compared with the previous year, while the year’s deficit amounts to £380,000. Adelaide, Sept. 6. A strong syndicate of members of both Houses of the Legislature has been formed to develop the gold mines at Augepena, on the great northern railway. Sept. 10. An exploring party of five men, with three camels and a horse, have reached Warrina overland from the Western Australian goldfields. The journey occupied 50 days. The party had no difficulty in finding water and feed, and consider it practicable to make a good stock route from Adelaide to Western Australia. Part of the retrenchment scheme under the new regulations of the Railway Department is published. Dating from Ist July last all annual increases in pay are stopped, and the scheme provides for a reduced rate of pay to the extent of 6d to Is per day in connection with future appointments in lower grades and junior branches, but does not apply to the present employees. Perth, Sept. 9. Speaking at Kalgoorio Mr Alexander Forest stated that the Government had decided to call for tenders for the extension of the railway to Harrars. There would also be a large extension in duplication of telegraphs; and boring for artesian water on the goldfields would be largely carried on. Brisbane, Sept. 9 Mr Wragge, in the course of au interview re the drought, states that the position of high pressure is such as to prevent the antarctic and tropical low pressure making headway over districts where rain is needed. While these conditions last so long will the drought last. His firm belief is that some antarctic factors of-which we know little are in operation to cause the present abnormal season. On these grounds he makes an urgent appeal for au antarctic expedition. Sept. 10. An interesting discovery of fossilised remains of a mammoth antediluvian animal have been made at Mount Morgan. The Government geologist has gone to report on the discovery.
