Early in the campaign Russia md England forbade Japan operating against Shanghai or upon the Yang-Tse-Kiang river. Recently there was cause to fear that Japan intended to break the pledges she had given upon the matter, and this was the reason of the display of the British fleet under Admirrl FremantJe at Chusan. A large Russian fleet assembled at Chefoo for the same purpose. ;
