London, Aug. 21

Tho House of Commons sat all night because Sir W. Y. Harcourt refused to disclose tho Government’s intentions regarding the veto exercised by tho House of Lords. The Irish and Welsh members raised obstruction to supply motions, as a protest against the action of the Lords. Messrs Sexton and Dillon denounced Sir W. V. Harcourt’s policy.

Tho obstruction of Supply in tho House of Commons continues, the malcontents demanding that the Government shall make know whatn course they intend to take with respect to the repeated rejection of Government measures by the House of Lords. Mr Morley deprecated raising a question of such magnitude on a trumpery side issue.

On behalf of the Radicals, Mr J. H. Dalziel, M.P. for Kirkcaldy, with a view to protest against the attitude of the House of Lords upon Irish matters, moved a reduction of the vote for the services of the Upper House by £20,000. The motion was defeated by thirty-one votes.

Sir E. Grey in reply to a question said' that the Government had determined to compensate the British East African Company for their withdrawal from Uganda, but that the settlement of the: amount had been delayed through the fact that trade had been over-estimated, and that it was impossible for any reasonable offer to bo proffered which would satisfy the company.
