London, Aug. 8, Sir W. V. Harcourt has promised to introduce a payment of Members’ Bill next session. The Evicted Tenants Bill has passed the third reading by a majority of thirty - two. The 1 1 ish members decline to listen to any compromise, and rejection by the Peers is regarded as certain. The Bill has been read a first time in (he Upper Chamber. Aug. 9. Sir E. Grey has informed Mr Hogan that he expects to obtain compensation for the captain of the Costa Rica Packet from the Dutch Government. The question was postponed owing to the law officers being engaged on Bills for the House of Commons,
