The annual outlay in Australia, the Cape, Canada, and Natal upou defences was £1,000,000. • July 15. A committee of the House of. Lords has submitted a report drawn up in a guarded manner in favour :of the principle of betterment in cases where property has increased in value by municipal improvements. The committee admit .that there is a difficulty in applying the provision.
