IMPERIAL POLITICS.
London, May 3. The House of Commons passed the second reading of Mr George Bartley’s Bill to prevent the sale by auction of livings, and to abolished the power of presenting them to the Anglican church. Lord Rosebery in his Manchester adaddress said that he expected soon to convince a majority of Englishmen of the necessity for Home Rule. He complained of the incessant talking in the House of Commons, and thought that the only remedy would be to remit measures to committees. The Marquis of Salisbury believes that the House of Lords would be willing to submit to the clearly expressed will of the nation, but not to the hanky panky work of a precarious majority. He also considers that a general election may be possible at any moment. May 4. To the motion for the second reading of the Registration Bill in the House of Commons Sir Edward Clark moved an amendment that the Bill be rejected on the ground that it did not provide for redistribution. The amendment was lost on a division by 302 to 278, and the second reading was agreed to. Persistent rumours are current that Sir W. Vernon Harcourt resigns his official position at the end of the session. In his denial Sir W. V. Harcourt is very guarded. Six anti Paruellitea and eight Parnellites, besides several Liberals, declined to vote on the Registration Bill.
