THE FRENCH ELECTION.

Owiug to the passing of the German Army Bill, Russia and France are parleying about an increase of their military resources.
The French elections are going in favour of the Republicans. All the Ministers have been re-elected. Sixteen Socialists have been elected. M. Leon Say was returned for Bordeaux. Notwithstanding the recent _ public clamour, the majority of those involved in the Panama scandal have succeeded in securing re-election. The results of 510 elections are pqv? known. The have returned 309, Radicals 14,' Conservatives 44. The Republican gain so far is 46. August 22. One hundred and fifty-five second ballots will be taken on September 3rd. M. Etienne was re-elected, but M. M. Ciemenceau and Becassagnac will have to await a second ballot. The Right has suffered a complete defeat, and also the Boulgangists and the men who sought to make capital out of the Panama scandal. Among the latter was M, DeLahaye, who first brought the charges of corruption before the Chamber, M, DeMun defeated M, Roiiyier, M-M. Belouols, Bourgeois, and Wilson, ex-President Grevy’s son-in-law, were elected. There is little excitement over the election. The Republicans have gained 63 seats and lost none, while the Royalists have lost 50 seats.
