London, July 5. In the House of Commons to-day in Committee on the Horae Rule Bill a violent scene took place. Mr Arnold Foster, member for Belfast West, moved an amendment to prevent the prerogative of mercy being exercised by the Irish Executive without the advice or the British Secretary of State. In doing so amid cries of “ you coward,” he charged Mr Sexton with having been the confidant of escaped criminals. Mr Mellor, Chairman of Committees, prevented Mr Foster from proceeding. Mr Sexton furiously denied the imputation, and denounced the infamous malignity of his accuser. Mr Gladstone complained of the wanton introduction of venomous matter by the opponents of the Bill. The amendment was ultimately rejected. An amendment tabled by Sir Henry James, retaining the Government of Ireland under Imperial control for the next six years, was also negatived. In the House of Commons to-day with reference to the scene between Mr Chamberlain and Mr Dillon, the latter apologised for the very gross mistake he had made in connection with the police action at the Mitchelstown incident, and said that the statement had been made in perfect good faith. July 6. The Premier has given notice for an amendment to the Bill providing for a gradual extinction of the Royal Irish Constabulary, and the creating of an ordinary civil police in Ireland. In Committee in the House of Commons on the Home Rule Bill, an amendment to confer on the Viceroy of Ireland the power of veto exercised by Colonial Governors was negatived. Clause 5 is still unfinished, and therefore closure is to be enforced on clause 07 at 8 o’clock to night without debate. Lord Rosebery announced in the House of Commons that several Armenians, arrested by Turks at Anora on a charge of conspiracy, has been released.
