The proceedings at the Guildhall meeting were chfacterised by remarkable enthusiasm. Copies of the Home Rule Bill were burned to ashes in the presence of the meeting. Sir E. Grey, Under-Secretaiy for Foreign Affairs, in reply to a question, said that, the Russian Government had promised to refrain from further operations in Pamir, and to despatch no more troops there, pending delimitation by the Commission. The Government hoped the question would be amicably settled. The Miners Eight Hours Bill has been read a second time in the House of Commons. A division was called for, and the voting was—279 for, and 201 against the motion. Mr Gladstone voted with the " ayes."
