THE HOME RULE BILL.
London., Dec. 17. Extraordinary measures are being taken to ensure secrecy w ith regard to the Horae Rule proposals of the Government. One ■printer has been entrusted with the setting of the whole Bill, and he is locked up in a room where no others are working.
The Pall Mall Gazette declares that the Home Rule Bill is drawn on the lines of the Act granting a representative constitution to New Zealand in 1852,
