Van Home, president of the Canadian Pacific Railway Company, declares that the company intend to start a line of steamers between Vancouver and Australia. New York, Nov. 11. Consequent on the unsettled state of affairs in Samoa the United States cruiser Alliance has been ordered there. Information has been received of serious floods in Costa Rica. The railways and a number of planations have been swept away, and it is reported that many persons were killed. Caracas, Nov. 12. The victors in the recent rebellion have demanded the surrender of a General who has taken refuge in the United States steamer Philadelphia, lying at La Guayra, and threaten to sink her unless the request is conceded. The captain has refused to give up the General.
