LEGISLATIVE COUNCIL
London, Sept. 27. The decision of the Colonial Offics respecting the Legislative Council appointments in New Zealand is intended to apply to future cases, but the authorities considered that the constitutional course would have been for the Ministry to resign. Sydney, Sept. 27. The Sydney Morning Herald, in an article on the Legislative Council dispute, thinks it more likely that the Marquis of Ripon's decision will be a death-blow to nominated Chambers than to nominated Governors.
Wellington, Sept. 28. When the House met this afternoon the Speaker read a copy of the cablegram received by Lord Glasgow from the Secretary of State for the Colonies relative to the proposed appointments to the Legislative Council. It was as follows : " I have carefully considered the despatch and appreciate the difficulties of your position, but I have no hesitation in advising the acceptance of your responsible advisers' advice. It does not appear to be a case of swamping the Council. The division lists should be considered rather than the politics of the Premier's originally-nominated members. I will state fully the reasons by despatch, but you should at once re-open the matter with the Ministers, and wftive your objection to their proposals. The Agent-General is anxious for information, which I cannot withhold after to-morrow, but I am anxious to give you an. opportunity of makir g your own announceme it to the Ministers." Mr Seddon read the following cablegram from the Agent-General of New Zealand to the Premier on the same subject^:—" The Colonial Office has instructed the Governor to re-open discussion, and accept the advice already tendered. The Colonial Office considers that Lord Onslow's refusal rendered the position difficult, and desiros to convey the hope that the incident will terminate, with mutual good feeling." The messages wore ordered to be laid on the table and to be printed.
