London, Aug 13. Mr Gladstone will formally meet the House of Commons on Thursday next. The Times, referring to the victory of the Liberal party considers that it is only temporary, and that there has been a pandering to the greed and passions of the masses. The Daily News is triumphant over the decision. The Chronicle considers that the majority requires squaring. The Times considers Mr Gladstone’s success a national disaster, Aug. 15. A Court circular has been issued stating that the Queen has received the Marquis of Salisbury’s resignation with much regret. Mr 11. S. King, M.P. for the Central Division of Hull, has been knighted. Mr Gladstone has gone on a visit to the Queen at Osborne, and is expected to return to-morrow.
The Marquis of Salisbury, in announcing his resignation, said he hoped the Earl of Kimberley would state the policy of the new Government. The latter declined on the grounds that he was not yet a Minister ; moreover, he had to consult his colleagues. Parliament has adjourned till Thursday.
The latest rumours as to the composition of the Cabinet are that Mr (Mudstone will be First Lord of the Treasury and Lord Privy Seal ; Lord Herschell, Lord Chancellor; Earl Spencer, First Lord of the Admiralty : Mr Asquith, Home Secretary ; Mr 11. H. Fowler, President of the Local Government Board ; Mr Mundella, President of the Board of Trade. These with Mr Campbell Bannerman, Mr Morley, Sir W. V. Harcourt, and Lord lloseberry, will, according to the Standard, form the Cabinet. The Daily News, however, states that the Marquis of Ripon. Lord Kimberley, and Sir G, Trevelyan will also be in the Cabinet, and that Lord Brassey will be Lord Lieutenant of Ireland, Lord Kimberley or Lord Carrington Secretary of State for the Colonies, and Sir C. Russell, Attorney-General. The Times states that a Special Committee of the Imperial Federation League will report in favor of a joint scheme of Imperial Defence. Probably Mr Gladstone will be asked to summon a conference ot colonial statesmen to discuss the details.

Liberto believes that Mr Gladstone’s return io power will be favorable to the peace of Europe.
