Washington, Aug. 2. The President states that he will give his sanction to any measure limiting the hours of labourers and mechanics on public works to eight. . Au s- 3 - The officers concerned in the torture of Private James have been arrested on a charge of aggravated assault. It is reported that Prick, manager of Carnegie's works, who was wounded by a Russian Jew, is to be arrested on a charge of conspiracy preferred by the unionists. Carnegie's people are victorious. Sixty strikers are returning to work.
