THE DIBBS MISSION.

London, July 24. The Queen has made Mr Dibbs a ILC.M.G.

The intention of Her Majesty to create Mr G. 11. D'lbbs a K.C.M.G., was announced by Lord Xvnutsford at the dinner given to colonists by Mr Dibbs. The latter expressed himself gratified at the compliment bestowed on the colony, and said that it would be ingratitude on his part to refuse an offer so made, and involving personal investiture by the Sovereign. The Pall Mall Gazette comments upon the conversion and capture of Mr Dibbs as an avowed separatist and supposed republican, and ironically praises his pliability, cultivation, and open mind, and adds that though nobody quite knew why he came to England, still it is a great thing to send back a titled colonial. The critics generally consider the title a little premature, and are laughing at Lord Carrington courting titles as factors for making Imperial unity, and say that if titles are not bribes, still they are labels and symbols. Mr Goschen is favourable to the suggestion that trust funds should be invested in colonial loans, provided that there is a proper safeguard in regard to the limitation of borrowing and the maintenance of the security of investors intact. He has promised to forward to Sir G. R. Dibbs a draft of the safeguards which he considers are necessary, which, if approved by Colonial ministers, might serve as a basis of simultaneous legislation in England and the colonies on the matter. Mr Goschen said that he quite believed that a largo consolidation of Australian stocks was feasible, especially if in.' .‘mediate stocks were created.

Mr Goschen, Chancello; of the Exchequer, has promised 8 • G. R. Dibbs to hand over to his accessor the Government Bill, prov ding for the investment of trust funds in colonial securities.
