Sir William Vernon Harcourt will lead the House of Commons. Sir. W. V. Harcourt is consulting the Radicals as to the advisability of demanding that the House of Lords shall not be permitted to force a dissolution over the Horae Rule amendment which will be moved to the Address-in-Reply to the House of Commons with a view to showing that the country will not trust Lord Salisbury.
