SOUTH AUSTRALIAN PARLIAMENT.

Adelaide, July 5. Parliament has resumed its sittings. The Ministerial programme contain no violent changes, as the Ministry are desirous of preventing an increase of commercial unrest. It is proposed to refer the question of coloured labour to the constituencies, and the same course will be pursued with reference to the incidence of taxation. The Constitution of the Legislative Council will be amended, so as to reduce the term of office of Councillors from 9 to 6 years. The Federal Council Bill will be revived, with a view to allowing the colony to take part in the discussions of the Council. The Commonwealth Bill will be advanced in the Legislative Council to the stage reached in the House last year, but will not be taken further until there is greater probability of joint action between the colonies. The year’s accounts show a surplus of £BO,OOO, due not so much to to the expansion of revenue as to the nonexpenditure of money voted for carrying out pubic works. The statement mentioned that the surplus would carry on the Treasurer for some time, but the Government would have to go to market for £OOO,OOO, the balance of the last loan. Village settlements, on the basis of the report of the ex-Minister of Lands, the Hon. William Copley (who visited New Zealand to enquire into the system in operation in the latter colony) will be tried, and an Industrial Department on similar lines to that in existence in New Zealand will be instituted.
