THE PREMIER AT WANGANUI.

Wanganui, Jan. 21. The Hon. J. Ballance addressed a portion of his constituents at Aramohd to-night, speaking for an hour and a half before a crowded meeting. He dealt mainly with matters that were gone into in his late speech at Wanganui, though touchingly on points that have arisen since, He pointed out that the outflow of population had ceased, and that the people were pouring in again, for which he considered the Government policy was partly answerable. Referring to the Wellington election, he said the Liberals had gained a great victory against long odds, and had they lost the contest it would have been a rebuff to the Government. He spoke at length with regard to the Legislative Council, which at present he said was a hard and fast Tory Party, and it was obviously unfair that Liberal interests should not there be represented. No Government could staiid by year after year ahfi see its best and favourite measures rejected, and a change would have to be made shortly. A Bill to strictly enforce the one-man-one-vote principle at bye-elections would be introduced next session, when with a little new blood In the tipper Chamber, it would have some chance of passing.
