Sept. 24. The Daily Telegraph says that the huge hive of China is swarming, and the Australian colonies are menaced. ' Paris, Sept. 22. Siecle says that the Grand Duke of Baden at the close of the German military manoeuvres declared that Germany’s sacrifices in the interests of peace had failed to prppitiate her neighbours, who were only waiting for a propitious moment to begin the onset. Grermany must regard the future with energy and resolution. The time was again near when they would have to unsheath their swords in defence of . 1 German independence. This speech has created a sensation in Europe, but it is noticeable that it was not reported in the German papers. Sept. 23. The French press regard the relaxation of the passport regulation in AlsaceLorraine as an important sign of pacific tendencies on.the;part of Germany. Information has been received that the natives have attacked the French missions in Portuguese Guinea, Africa, killing ten. The French press discredit the report that’ Fiance and Russia have renewed their demand for the British evacuation of Egypt. Berlin, Sept. 23. Two. French spies have beon arrested sketching the walls of Strasburg. -.The, German press strongly objects to . Elussiai augmenting her troops on the frontier?. V j , J }\ r The Czar has , arranged to meet the Emperor of Germany on October 14th. St. Petersburg, Sept- 22. Tbe entire Press of St Petersburg opposes the suggestion that an international conference should be established to settle the Dardanelles question. Constantinople, .Sept. ,23. The Yemen rebels have captured Hollern and are Advancing on Mecca. Hong Kong, Sept. 23. : Foreigners in Foochow are alarmed for their safety. The outbreak at Tchang is organised by soldiery, and the Government are powerless to stop it without risking a civil war. A merchant steamer is conveying marines from the war ships to town. Placards have been posted in Nankin, accusing the Christians of gross crimes. A plot has been, discovered to seize the arsenal at Foochow. New York, Sept. 23, The China correspondent of the New York Herald telegraphs that the disorders at Tchang are growing, and that Wuchang is ready for revolt and Hankow and Chnmking are likely to follow, while the mob at Shanghai threaten to do so. Three of the warships have been ordered to Wuchiing- and the combined fleets are concentrating at Shanghai. The French Minister has gone to Pekin. Valparaiso, Sept. 23. The troops of the congressional party have mutinied, desiring to be disbanded, and the Junta have granted the request,. ,In his last letter General Balmaceda scorned a vulgar idea to escape, deeming it unworthy of a man who had ruled the destinies of Chili. • He mentioned that he intended to surrender to the Junta, but hoped for justice and 1 was afraid that would not be extended to him.
